Implementation of Gas Industry Standards Board (GISB) Standards
Effective June 1, 1997
Introduction
This document describes the changes in the nominating procedures Paiute Pipeline will use in implementing the new GISB standards effective for June 1, 1997. All interstate pipelines implementing these standards will also have new procedures and rules. Please contact your representatives at other pipelines to inquire about their new procedures and policies. This document will be posted on Paiute's bulletin board, and will be available for download (the filename is PAI-GISB.DOC).
Nomination Deadlines
All times shown are Central Clock Time. Subtract two hours for Pacific Time Zone (Nevada and California). "Clock Time" refers to the observation of both Standard and Daylight Savings Time (i.e., the deadline is always based on the clock time).
5:30 p.m. 1st Intraday nomination due one day prior to the flow day (Paiute & Northwest).
9:00 a.m. Flow day begins (next calendar day)
1:00 p.m. 2nd Intraday nomination on flow day (4 hours into flow day) on Paiute & Northwest.
All nominations should be submitted for full day quantities. Example: Original nomination = 1,000 dekatherms additional supply of 200 dekatherms is required. Therefore,an Intraday nomination of 1,200 dekatherms should be submitted.

DUNS Number
The GISB standards are now using a 9-digit
number assigned by Dun & Bradstreet as the company identifier for those customers
transporting gas. Nominations to Paiute must designate a DUNS number for (i) the customer/shipper
transporting gas on Paiute (Service Requester), (ii) the upstream Northwest Pipeline
shipper delivering gas to Paiute (Upstream Identifier Code), and (iii) the downstream
party receiving the gas from the pipeline (Downstream Identifier Code). Following
is table indicating which DUNS number should be given to the designated company:

Northwest will not validate the DUNS, but will ensure that a match occurs between the shipper nomination and the Paiute confirmation. The same DUNS number must be given to both Northwest & Paiute. If a match does not occur, the gas will not be scheduled.
Data Reference Numbers (DRN's)
The GISB standards have replaced the previous designations for Receipt Points and Delivery Points with a new numeric code (up to 10 digits) established for GISB, known as the Data Reference Number (DRN). [Note: Some people are calling this the "Delivery Receipt Number" for ease of use.] Following are the DRN numbers for Paiute. Northwest also has new designations for all upstream pooling and interconnect points. Please contact your supplier/agent or Northwest to find out what the upstream DRN codes are.

Contract Numbers
Similar to the DUNS numbers, pipelines will accept on-system, upstream and downstream contract numbers in the nominations submitted to them. The following table indicates which contract numbers should be used in making nominations:

Northwest Pipeline will not validate the Downstream Contract Identifier; however, it must match the value that Paiute confirms to Northwest. If the Downstream Contract Identifier does not match, the gas will not be scheduled. Paiute's tariff requires it to allocate capacity and supplies first to firm service, then to interruptible service. Paiute will use the current Downstream Contract Identifier as a "quasi-pool" for scheduling supplies from Northwest to Paiute. This will allow all supplies from Northwest, whether firm or interruptible, to be scheduled to Paiute's "pooling" contract identifier. Paiute will then allocate supplies from Northwest through the "pool" out to the respective Paiute firm and interruptible contracts. This will enable Paiute to comply with both the GISB procedures and its tariff procedures, with virtually no change in process with shippers.
Rankings
In order to facilitate the coordination of scheduling supplies and capacity between Paiute and Northwest, Paiute will offer the use of nomination rankings under the GISB standards. Paiute shippers can submit on-system and upstream rankings of contracts to Paiute along with original and intraday nominations. The highest ranked nomination should be given the priority of "1", with lower rankings increasing in number (i.e., 2,3,4 etc.). If no ranking is given, Paiute will allocate on a prorata basis. Paiute will use the rankings in the following manner:
On-system Rankings:
Since Paiute must allocate capacity to firm service first, followed by interruptible service, Paiute's shippers will not be able to rank interruptible contracts ahead of firm contracts. However, shippers may rank multiple firm contracts against each other, and multiple interruptible contracts against each other. Paiute will use these rankings to allocate supply shortfalls reported by Northwest to Paiute.
Upstream Rankings:
Paiute's shippers will be able to rank how Paiute should confirm to Northwest on a contract-specific basis when Paiute cannot schedule 100% of the nominations submitted by a shipper.
The following example shows how both types of rankings will be applied by Paiute. This example illustrates how Paiute will confirm to Northwest if a Paiute capacity shortage exists, as well as how Paiute will allocate a shortage of supply scheduled by Northwest. Please note that there is not a direct correlation between the Paiute and Northwest contracts and volumes.
