Federal Energy Regulatory Commission
	Synonym:      FERC
	Definition:   An agency of the Department of Energy with jurisdiction
                      over interstate sales and transportation of natural gas,
                      wholesale electric rates, hydroelectric licensing and 
                      oil pipeline rates.  The Canadian equivalent is the 
                      National Energy Board (NEB).
Feedstock Gas
	Synonym:
	Definition:   Gas used as a raw material for its chemical properties 
                      to make an end product, such as plastics or fertilizers,
                      or carbon black.
FERC-Out Clause
	Synonym:
	Definition:   A provision in a producer/pipeline contract that allows
                      the pipeline to adjust the price paid to the producer if
                      FERC does not allow the pipeline to "flow through" costs
                      to its customers.
Firm Service
	Synonym:
	Definition:   Sales or transportation service that is not subject to 
                      prior claim by another customer or class of service.  
                      The highest quality service offered to customers.
Firm Transportation
	Synonym:
	Definition:   Transportation services for which facilities have been 
                      designed, installed, and dedicated to a certified 
                      volume.  Firm transportation service takes priority over
                      interruptible service.
First-Come, First-Served
	Synonym:
	Definition:   A method of allocating transportation capacity on an 
                      interstate pipeline.  Under this system, new shippers 
                      are considered in the order in which their requests are
                      received.
Fixed-Toll Method
	Synonym:
	Definition:   The fixed-toll method sets pipeline tolls which do not
                      vary from month to month with changes in throughput or 
                      variances in expenses.
Fixed Tolls
	Synonym:
	Definition:   Tolls which are fixed by a regulatory body over a 
                      specified period of time.
Force Majeure
	Synonym:
	Definition:   An unexpected event or occurrence not reasonably within
                      the control of parties to a contract that typically 
                      relieves a party from contract performance.  Examples 
                      include severe weather, war, strikes and other similar 
                      events.
Forward Haul
	Synonym:
	Definition:   A transaction that results in the transportation of gas
                      in the same direction of the aggregate physical flow of
                      gas in the pipeline.  Typically achieved when the 
                      transporting pipeline redelivers gas at a point 
                      downstream of the point of receipt.
Fronting
	Synonym:
	Definition:   The act, by a transporter, of providing gas volumes to 
                      the downstream transporter/shipper prior to receiving 
                      volumes from the upstream transporter/supplier.  Primary
                      cause is noncongruent gas or contract days among the 
                      parties to the transaction.
Fuel Gas
	Synonym:      Fuel Use, Fuel Reimbursement
	Definition:   A quantity of gas required by a transporter to provide 
                      the transportation service.  The majority of fuel is 
                      utilized by compression facilities.
Fuel Switching Capabilities
	Synonym:      Alternate Fuel Capability
	Definition:   A customer's ability to use two or more fuels.
Full Fixed-Variable Classification/Tolls
	Synonym:
	Definition:   In the Cost Classification part of toll design when all
                      fixed costs are classified as demand toll related costs
                      and all variable costs are classified as commodity toll
                      related costs.
Functionalization of Costs
	Synonym:
	Definition:   Functionalization is the assignment of the pipeline 
                      company's investment in plant (rate base) and other Cost
                      of Service elements to operating functions suitable for
                      classification and allocation.
