National Energy Board
Synonym: NEB
Definition: A Canadian board established by the National Energy
Board Act and charged with a variety of responsibilities
relating to energy, including certification of
interprovincial and international pipelines, regulation
of tolls and tariffs and licensing the import and export
of power, oil or gas.
NEB ACT
Synonym:
Definition: NEB ACT established the National Energy Board (Board)
and was patterned after the Natural Gas Act of 1938.
The NEB ACT consists of six parts as follows:
Part I Establishes the Board and sets forth the Board's
general powers and jurisdiction.
Part II Delegates certain advisory functions to the
Board to advise the Minister of Energy on energy matters
under federal jurisdiction.
Part III Covers the certificating function of the Board
(similar to Section 7 of the Natural Gas Act).
Part IV Contains the powers of the Board over the
traffic, tolls and tariffs of the pipeline companies
subject to the Board's jurisdiction (similar to sections
4 and 5 of Natural Gas Act).
Part V Sets forth the powers of pipeline companies i.e.,
right of expropriation and condemnation, abandonment,
etc.
Part VI Jurisdiction of the Board over gas exports and
imports.

Natural Gas Act
Synonym: NGA
Definition: Federal statute of 1938 giving the Federal Power
Commission (now FERC) jurisdiction over transportation
and sales of natural gas for resale in interstate
commerce.
Natural Gas Liquids
Synonym:
Definition: Those portions of natural gas which are recovered as
liquids in separators, field facilities, or gas
processing plants including but not limited to ethane,
propane, butanes, pentanes, natural gasoline and
condensate; may include small quantities of
non-hydrocarbons. Water vapor and condensates,
generally separated mechanically from the gas stream
before transportation.
Natural Gas Liquefiables
Synonym:
Definition: Naturally occurring gaseous hydrocarbons that may be
removed by processing, and isolated as liquefied
petroleum gas or natural gasoline.
Natural Gas Policy Act
Synonym:
Definition: Federal statute of 1978 enacted as part of a
comprehensive national energy plan.
Natural Gas Supply Association
Synonym: NGSA
Definition: Association of producers.
Netback Pricing
Synonym:
Definition: A contractual provision that stipulates that the price
paid for gas at the well head will be based on its
resale price, minus distribution and transportation
costs, and profit margins.
New Gas
Synonym:
Definition: Generally, gas produced on or after April 20, 1977, as
defined under section 102(c) of the NGPA.

Synonym:
Definition: Natural Gas for vehicles.
Nominated Volume
Synonym:
Definition: The physical quantity of gas requested, typically in
MMBtu/day, 103M3 or GJ, for a specific contract or for
all contracts at a specific point.
Nomination
Synonym:
Definition: A request to a producer, pipeline or LDC for a physical
quantity of gas under a specific purchase, sales or
transportation agreement, typically expressed in MMBtu,
103M3 or GJ for a given gas day. Procedures for
submitting nominations are established by each pipeline
or LDC and can vary widely.

Definition: Under the new gas structure, the class of customers who
have alternate fuel capability or who are otherwise
viewed as lower priority customers.

Synonym:
Definition: Natural gas found in a natural reservoir that does not
contain crude oil.
Non-Discriminatory Access
Synonym: Open Access
Definition: A major element of the Order 436 program requiring
pipelines that provide self-implementing transportation
service to offer service to all who request it, so long
as capacity is available.

Synonym:
Definition: The working interest owner(s) other than the owner
designated as the operator of the property.

Synonym: NOI
Definition: A FERC procedure to gather information on a specific
industry issue by calling for comments from interested
parties.

Definition: A document issued by FERC that describes proposed rules
